The effector interface is effector-agnostic by design: whatever an operator already has authorised, or can obtain, is what HAMMER can hand a decision to. VAERN itself delivers no effect — integration is a later-phase, modular step through an authorised partner, and VAERN stays the dual-use decision layer. We never describe or provide the weaponised effect ourselves.
